What is East Data–West Computing, and why is China moving some compute west?

China’s digital demand is concentrated heavily in the east, while several western regions offer more land and energy resources. East Data–West Computing was created to reshape where large-scale computing infrastructure is built. This guide explains what can move west, what cannot, and how the programme is evolving beyond simple data-centre geography.

LESSON 04 OF 07GEOGRAPHY & POLICY

Why is China building compute in different places?

By the end of this lesson: Understand the east–west resource logic; distinguish portable from latency-sensitive workloads; see how the programme is evolving beyond data-centre location.

In plain English: China’s “East Data, West Computing” project — 东数西算 — is an infrastructure programme designed to connect heavy computing demand concentrated in the east with data-centre and energy resources in western regions. It is increasingly better understood as part of a wider national computing-power network, not simply as moving data centres west.

The basic geography

Much of China’s digital demand is concentrated in eastern cities, while several western regions have more land and renewable-energy resources. National policy created eight national computing hubs and associated clusters to coordinate where large-scale computing infrastructure is built.

What can move west — and what cannot

Not every workload is equally portable. Training, offline analytics, rendering and backup can tolerate more distance than highly latency-sensitive services. Network quality, data movement, software portability and economics determine whether theoretical western capacity becomes useful capacity.

How the idea is evolving

The policy direction has expanded from locating data centres toward interconnection, scheduling, settlement and compute–electricity coordination. That evolution is one reason we treat national coordination as a live architecture question rather than a completed infrastructure project.

Evidence, claims and limits

This explainer separates documented policy or company statements from our interpretation. Company performance claims are not treated as independently verified economics unless external evidence supports them.

Can you apply the idea?

Choose an answer, then reveal the reasoning. This is not scored — the aim is to practise distinguishing what evidence proves from what it merely suggests.
