A named Ascend project links accelerator architecture to physical infrastructure.
Reports of a Huawei–China Telecom Ascend 950DT project at Horinger, Inner Mongolia, describe a planned 10,000-accelerator deployment with room for expansion. Construction and project announcements are not evidence of a commissioned fleet or commercial throughput. The next test is installed hardware, acceptance and workload performance.
Historical technical link: Huawei and China Unicom
Huawei’s September disclosure described Ascend infrastructure and cloud model-serving work with China Unicom. It is technical and strategic integration evidence, not verified national workload scheduling or a VNET/GDS/KC commercial contract.

1 OCTOBER 2026 · SOFTWARE ECOSYSTEM EVIDENCE
DeepSeek is moving key infrastructure onto Ascend with familiar APIs rather than treating the hardware as a separate software island.
DeepSeek’s public Ascend repositories now include DeepGEMM-Ascend, DeepEP-Ascend and Ascend-specific FlashMLA work. The code targets Ascend 950-class hardware while preserving interfaces familiar from DeepSeek’s other backends, and the published measurements show high utilisation for specific communication and attention kernels.
Why we track it: Huawei’s hardware thesis depends on the software tax falling. This is stronger evidence than ecosystem size alone because the implementation is inspectable and tied to a leading model developer. It does not establish general CUDA parity, model-wide portability or superior total cost.

Deployment qualification · reviewed 2 October: DeepEP-Ascend’s published measurements use a specially configured proof-of-concept development kit, not a publicly distributed release. Some communication functionality remains work in progress. API compatibility reduces a migration barrier; it does not establish equal end-to-end performance, universal workload portability or lower commercial cost. 30 SEPTEMBER 2026 · DEPLOYMENT EVIDENCE
Huawei’s 1,024-card SuperPoD moves from product architecture into a major operator environment.
China Mobile Beijing and China Mobile Cloud reported deployment of a Huawei Ascend 950DT 1,024-card SuperPoD at the Mobile Cloud Beijing node in Changping. The reported 1 EFLOPS FP8, 256TB unified-memory and microsecond-latency specifications align with Huawei’s published 1,024-card Atlas 950 SuperPoD architecture.
Why we track it: this is stronger commercialization evidence than a product launch alone. It does not yet establish utilisation, workload mix, software portability, reliability or cost advantage in production.

23 SEPTEMBER 2026 · EVIDENCE ENRICHMENT
Interconnect, power and utilisation become measurable parts of the architecture claim
Huawei says communications can consume more than 40% of training time in conventional large clusters. Its Markov Lab simulation claims a 100,000-NPU cluster built from 4,000-NPU SuperPoDs can achieve 2.75× the model-FLOPs utilisation of one built from eight-NPU servers. For Atlas 960E, Huawei says NPO/Hi-ONE removes the need for 48,000 conventional 800G optical modules and cuts interconnect power by more than 550 kW.
Why we track it: these figures turn the system-level thesis into a testable mechanism linking scale, data movement, interconnect power and achieved utilisation. They remain Huawei claims/simulation results, not independent proof of production economics.

The question for investors
How much value is internalised versus passed to memory, optics, facilities and power partners?
Ecosystem context
China Mobile • VNET/DYXnet • standards ecosystem
Relationship status must be checked in the linked research; adjacency is not evidence of a commercial agreement.
Confirmation and challenge
Look for company-specific deployment, paid usage and cash-return evidence. Technical progress alone does not establish value capture; delays, weak utilisation or rising costs may offset it.
Architecture reference model
September 2026 update. Huawei's role now spans enough layers to be useful as a reference architecture for the site rather than only an accelerator vendor: Ascend compute and supernodes → system interconnect → storage → DCN/DCI networking → 3D AIDC physical design → Digital Power → enterprise AI compute operations.
Huawei's 3D data-centre design vertically separates cooling, IT, power and backup-power layers and is explicitly intended for high-density supernode clusters. Huawei also announced an enterprise AI compute operations solution alongside its AI DC networking, storage and infrastructure portfolio. These are company claims/products, not proof that Huawei controls China's national compute layer, but they illustrate how AI infrastructure is being designed as an integrated system rather than a collection of independent boxes.
